Compression has nothing to do with encryption. Also PPSSPP can decrypt pretty much everything as long as we have the key, the problem is not all keys are public and you can't brute force 128bit AES keys.
Those which we do have are from Sony's official PSP emulators for ps3/psv and it's very unlikely to get missing keys any time soon, so no amount of sad emotes will change the reality.

The only way to play such demos without PSP would be to have a friend with PSP and bugging him to decrypt the executable of the demo for you ~ ;p. And if you don't want to bug friends just to play some ancient demo or are a nerd without friends, simply buy a full version of the game, will be roughtly same thing just with more content.
Through probably not much cheaper from PSP as the handheld is very cheap nowadays. Second hand can be as low as 15$, often with some games in a pack. Batteries are usually awful, doesn't matter original or not since they degraded over time, I personally solved that via small power bank, double side stick tape and a very short cable;p.
