Worse lag with better specs?

For some reason I'm getting more lag on PPSSPP on this phone compared to an older one with similar specs

1.1GHz Qualcomm Snapdragon 210 (quad-core)
2GB RAM

Compared to the older:

1.2GHz Qualcomm MSM896 (quad-core)
1GB RAM

The only thing I play is the Project DIVA series and it seems that the first game has more lag and DIVA 2nd runs the fastest (still with lag).

My settings are:
Buffered Rendering
Unlimited Alt. Speed
1x rendering and display resolution
Hardware Transform
Vertex Cache
Lazy Texture Cache
Disabled Slower Effects
Low Resolution Bezels
Fast Memory
I/O on Thread
Host I/O Method

I'm also using ver. 1.4.2 if that matters

Anyone know why I might be getting this lag?
