PSN access on physical PSP systems no longer exists, besides downloading items in the download list (content already purchased). I think you can also use SonyMediaGo for PSP on your computer to access the PSN store and transfer content to a Physical PSP, but that also won't get you LBP comunity levels.

The closest thing you can do is to find a save (region specific I think) that downloaded community levels before the server went down and to use that save. I think a few people did this. (Google is your friend)
