Settings->Controls-> "Controls" section that includes "control mapping" is for devices with physical buttons ie keyboards or gamepads. Mapping buttons there has only cancel, because you map by pressing button just like in 99% of apps and games that support user changeable control mapping.

If you don't have physical buttons, or your device with those buttons doesn't follow any standard / is not detected by ppsspp, the "On-screen touch controls" section is all that interests you.

Note that control mapping is to map any key to psp button, on screen touch controls merely representing psp buttons, so you can't map those differently aside from using combo buttons and moving/resizing everything around.
