Never really pay much attention to it myself, but that's just a temporary counter of ticks registered. If you stop execution either by pressing stop or hitting a breakpoint, then this number will show how many instructions it went through(including delay slots) from the start or the previous stop. Easier to see what it counts, if you set breakpoints close one after another.
