CWCheats are made by players and databases are just collections of those gathered from the net by other players, the bigger database the lower it's quality since nobody has time to check thousands of cheats and you'll never find a database with cwcheats for every game, doesn't matter what year it would be released.

Either way you don't have to search for such databases to find cwcheats, best way is to just google for game ID with cwcheat formatting that comes before every cheat list for example if you want to find cheats for US version of Alien Syndrome which game ID is ULUS10245, try searching by ie google for:
"_S ULUS-10245"
including "" for phrase search. That way you will find cheats even on non english sites that could be translating game names to their language, but really even searching for game name followed by CWC or cwcheats would give you some results most of the time.

Just note ~ some games might not have any cheats due to low popularity and also many cheats made for PSP are very lazy so if a game has some even minor emulation problems that would move things in game memory even by a single byte it would break such cheats, which in return would also break the game.
In other words beware of bad cheats and if you use a cheat which doesn't do what's advertised best disable it then restart emulation and reload from in-game save or savestate made before such cheat was activated as it most likely already corrupted game memory. - Custom PPSSPP Shaders! - simple CE scripts to help creating CWCheats, - CWCheat workarounds.
