Did you download a savestate or an ingame save? Those are 2 totally different things.

If the file is *.ppst it is a savestate

If the files are *.sfo *.png *.bin then those are ingame saves and you are putting them in the wrong place then need to go in a folder with the proper psp name inside SAVEDATA folder.
