What is the version you're using?
The old versions doesn't have a psp folder in the sdcard, you need root to access it.
->Download the lastest version. (0.9.9.1-.....)

Or, Run PPSSPP first if you didn't already tried it.
I doesn't automatically create a folder in the sdcard after install.
