I've had issues with save states slowing down my game and eventually crashing it but nothing game breaking. I've never tried to save in the game then load a savestate that existed before I saved in the game so I can't comment on that. I also haven't played either GTA game on ppsspp since I already perfected them on my PSP but I really doubt savestates will cause the game to bug out judging from my experience with other games.
