Cannot find ppsspp x64 in down page now

If you downloaded 0.9.8 from http://www.ppsspp.org/downloads.html, then it should have both x64 and x86 in the same zip file. I think this started back with 0.9.7.

As for things being "lost", if you use PPSSPP from a read-only directory, like Program Files, PPSSPP will indeed use Documents/My Documents. It's been this way since 0.9.5 or so, to get it ready for the installer. You can change how it works, but it requires admin access, either by running PPSSPP as admin (not recommended), or editing the installed.txt file in the same directory as your PPSSPPWindows.exe file, assuming it exists.
