PPSSPP on Tablet PC?

Hi guys , I am going to get a Tablet PC with Windows 8.1 PRO , I was wondering that will PPSSPP work on it ?? What about controls?? Windows 8 PRO supports virtual joystick (on screen) , will it be okay ? I think PPSSPP is not available on windows app store , so what do you think , will it be okay and be working? I plan to buy Dell vanue 8 pro ,
Please help guys , Confused , and yes one more thing , can you install cracked apps on windows 8 like we did on windows 7??
