Ah that would explain the reason then, your unable to find a Windows 8 driver for his graphics card, hence the OpenGL 1.2 showing, because its using default driver that came with Windows 8 itself I assume.
Only option then Downgrade to Windows 7 32bit Premium if possible, should be easy then to find graphics driver for your system.
Windows 8 sucks big time, i hate that OS so much, the look of it & how bad it is incompatible with everything.
