You sure you don't confuse the files you download from this site with ones you possibly downloaded in the past?
Anyway redownloaded just now to check and they were for 2013 version just fine. If you have some weird problem with microsoft site, here you go - https://www.mediafire.com/?bbigz3zhol5s866 7z with both vcredist_x86.exe and vcredist_x64.exe in correct version which I just freshly downloaded.
