There was never actually a "9.4". But, you can see the past releases all here:

If I understand correctly, you have a savestate from an older version, which you can load, but once you load it you cannot save in game, right? I know that we fixed some issues with PSP / PPSSPP savedata compatibility for Persona 1 / 2 a while ago, probably since the older version you were using.
