Which system are you trying to play this on? Windows / Android / IoS etc etc

If on Windows version download the official version found here: http://www.ppsspp.org/downloads.html
In this download will contain a Assets folder complete with necessary files, place that folder next to the PPSSPPWindows.exe file, then re-try again.
