Try opening DMZ on both sources.

I've been playing PPSSPP to PPSSPP online via Hamachi just fine for months, actually. DMZ Host seems to be an outright requirement. Also note that Gods Eater Burst connects to the AdHoc server right as the game loads. If it doesn't work, you might not have connected to it, and may need to reset the emulation.

Haven't tested any other devices.
