What devices are you using and what settings? Something interesting I found is that my Shield Tablet runs PPSSPP better than my Intel i5 Desktop system with a lower end AMD HD 5450.

Well, I use a Samsung Galaxy S3 and a computer with a i7 Core and GT640M and it works great.
