Metal Gear Solid Portable Ops

So... my old computer couldn't cope with PPSSPP, but I recently got a new computer, and I thought about trying Portable Ops with it since it doesn't have any "HD version" and probably never was.

The game runs perfectly with the latest version, and I can put all the scaling options to the max.

But... it doesn't goes above 20 FPS... which is kind of crappy.

Now my understanding is that the game is capped like this. Is there no way to remove this cap ?

I noticed there is a "unthrottle" and "speed toggle" option that makes the emulation goes faster... but then on my PC it goes at like 150 or 200 VPS so it's completly unplayable, but I was wondering if there is anyway to "cap" this VPS to something like 30 or 60 FPS ? This could do Wonder.
