Limit 60fps games to 30fps

Slow motion in Fightings primarily, for example NFS series uses 30 fps, so why should one racing game use 60 - to make it special ?
And besides frameskip 1 will make the game a bit jerkier (not so smooth as it was, as every second frame is skipped)

I wish this option force max emulated fps was in the settings for convenience
