Limit 60fps games to 30fps

Edit ppsspp.ini - ForceMaxEmulatedFPS = 30 but don't enter settings in PPSSPP menu otherwise it will reset to 60, you can also decrease psp cpu clock (as was mentioned above) to 30-50-70 resulting in lowering the emulated FPS by the psp cpu
