1 PC, 2 PPSSPP windows on 1 Monitor, 2 Xbox controller

I want to play mutliplayer on 1 pc with 2 PPSSPP windows open on one monitor using 2 Xbox 360 controllers. Is this possible?

I have tried FIFA STREET and I had the following issues:

1) Couldn't get the game hosted, so the 2nd window could not connect to the 1st.

2) Could not get PPSSPP to register the second Xbox 360 controller. I had to use 1 controller and confiq the second my Keyboard.

Anyone know how to fix these issues or if what I am trying to do is even possible?
