I think you need to reach full speed before a turbo would be useful.

I often find that menus, cutscenes and dialogs are using low cpu so it could be helpful to skip these.

True, but as a whole it wouldn't really make sense to implement it yet. A fast forward option like that would probably be put in later in development when the emulator can run most games at faster-than-normal speeds.
