There's a known bug in the Microsoft Visual C++ 2013 runtime that causes this crash on Windows 7 without Service Pack 1 installed.

64-bit is not majorly different, but it depends mostly on your GPU drivers. 64-bit and 32-bit GPU drivers are often very different, even for the same card. The best way to tell is to test both.

As far as PPSSPP itself is concerned, there are some differences in how the jit works, but nothing you will likely notice on a modern desktop.

That said, I've been running Windows 7 SP1 for a long time and I've never had a compatibility issue. I imagine there are other bugs SP1 fixes.
