From the specs posted i'd say JXD S7800B is superior. It's SoC is comparable to a Galaxy S3.
HOWEVER i strongly recommend against any Chinese device, because of the terrible build quality and poor support.
SHIELD is more expensive, but is infinitely better in every aspect and have a strong support to this day.
Waiting for a -possible- Tegra K1 SHIELD 2 Portable might be a good choice, but it's guaranteed to be much more expensive than the current SHIELD.
