PS3 Controller does not work in system, only in a game.

Hello,

my PS3 control (CECHZC2E) works fine in Win7. I can configure it in PPSSPP correctly. It is everything ok. Inside the game the controller works fine but in system menu it doesn't work. Only my keyboard works in system menu. When I configure the PS3 controll only the keys L and R (pad1.b11 and pad1.b12) works in system menu as left and right. The others keys do not work.

Can I use my PS3 control in System Menu? Could anybody help me? Is it a system bug?
