You're not wrong that a majority of PSP games only require basic OpenGL 2.0 support to be emulated, but some require OpenGL 3+ which is not low-end at all. SBT is also not exactly a lowend feature either, and it's rather telling that Intel cards have issues with the feature. The key is driver support.
