It executes savestate operations every frame. If you're playing a game that doesn't draw frames in a certain area, and using buffered rendering, I suppose this may happen.

Also, it may appear to happen when actually, your hard drive has gone to sleep (but the game won't continue, it will just take a while to load the savestate.)
