Problems with USB Controller Mapping

I have a Logitech USB Controller for my gameplay, I am currenty trying to play Tales of the words Radient Mythology. While the game itself works great, I am having a problem with the controller mapping, In the game itself I have an Arts section with a section with different arts I can use during battle, each art is suppose to be mapped in the game to the Up, Down, Right, Left buttons for the psp gamepad. I have some arts that I have put in place for the up command and the down and just when I press a button on my controller. Now the problem is when I press the down arrow on my usb logetich controller The art does not kick in and attempt to be cast, the only artthat works is the art where I merley need to hit a button for first aid and he will cast it. I dont understand why nothing else will work as I have the controller settings all mapped out, and its very annoying... other than that the game is perfect, Does anyone know why this isent working? Ive tried everything and Im so frustrated
