Can it run it? Yes, most definitely.
Can it run it well? That's arguable since specwise it's not very good. In certain heavier games (like the God of War games) it may struggle without frameskip/CPU speed hacks. The CPU is an Intel Celeron N2830 which is not very powerful but very, very energy efficient. It doesn't score very well in the passmark charts, even compared to my own 5 year old Core 2 Duo laptop, which is twice as powerful. The Intel HD Graphics GPU is based on the Intel Ivy Bridge HD 4000 graphics but with only 4 EUs (Execution Units) left from the original 16 EUs, meaning that it's only 1/4th as powerful. So rendering resolution will have to kept at 2x to 3x tops. Plus you have the added issues in certain games that using an Intel graphics solution brings to the equation and chances are you won't be completely satisfied with the purchase if you want to do heavy duty emulation with this laptop.
