Yes, it's true they have an effect. They will make it worse / break.

We detect if your device has features, and use them if it does. Chainfire3D lies and says your device has features it doesn't. This means, instead of using some method of emulation that is actually compatible with your device, we will instead try to use a feature not supported by your device. This may cause PPSSPP to crash, or at least show worse graphics than it would otherwise. If you're lucky, it will have no effect at all.
