Before emulating a system you need to understand it properly, so the first thing you need to do is to actually hack the console. The hack can be hardware exploit or some hardware device plugged into the console in order to get a proper debug environment and then begin to document the console system. Of course, after that, they may release some "soft" hack where a hacker exploit vulnerability he discovered while "debugging" it. This soft hack may help to document more of the system by poking around with the kernel function. Once it's done, a basic "emulator" can happen.
So basically you need to document it first. AND it's may be very boring so one does not simply document about a gaming system. Ps. 3ds emulator are most likely to happen now (they already existed before but were private (debugger) ) and for the vita one... well, I didn't heard anything about something like this.
