PPSSPP doesn't use the .NET runtimes, so updating those didn't do anything. Did you get the 64-bit runtimes from http://www.microsoft.com/en-us/download/...?id=40784. as I suggested? If it's installed properly, you shouldn't be getting missing DLL errors.
