Theoretically speaking the Atom 330 should be sufficient since Pentium 4 based machines (which are around the same ballpark in power) can run PPSSPP smoothly enough. Same goes for the NVIDIA ION which is just a rebranded NVIDIA 9400M.
It does depend on the games you're trying to run though. What games have you tried out? Some like God of War/Tekken 6 may be beyond what the machine is capable of. Every game has a different set of requirements for emulation. Also, being on Linux may have an effect as well. The performance of PPSSPP is heavily predicated on the vendor's graphics drivers and afaik NVIDIA's OGL drivers for Linux (as superior as they are versus AMD's for all OSes) are inferior to the ones they put out on Windows.
