So to make this clear it doesn't work for you if ppsspp is in "my documents" or desktop folders? I assumed you were using pendrive or something alike since you wrote about fixing it by moving ppsspp to hdd. Generally it's not the best idea to use any windows folders especially with all default protections those newer win has.

Two cases I could reproduce missing cheats were by using pendrive or by saving cheat file as unicode and while I could understand the latter, I have no clue why it had problems with my pendrive;p. At least this might help those which couldn't find solution for this earlier.
