Everything looks right on your side. Just for funzies, try moving the ppsspp folder to something like the desktop. Also, open the .ini with Notepad++ and take a screenshot. I wanna see what it looks like.

Another thing to try: copy and paste this into your .ini:
_C1 Health
_L 0x00E49B56 0x00000096
_L 0x00E49B58 0x00000096
_L 0x00E49B16 0x00000096

And Run the game. Even if your cheat menu doesn't show anything, does the game activate the cheat at all? Let me know how it goes, and we can pinpoint it to either GUI code or in CWCheat.

On a side note, I'm looking through the source code to see if anything could be causing the problem. Man, i really sucked at coding back then hahaha. CWCheat was the first thing i ever wrote in C++ i'm really surprised its working at all. If i had a lot of free time i would re-write it
