I had similar experience with SD Gundam World on Wii, which is fixed by setting Texture Accuracy in Dolphin to "Safe" instead of "Fast". Trying to switch a few textures options in PPSSPP on and off didnt improve the matter.

Try turning lazy texture caching off. You didn't mention which exact options you changed, so yeah.

That's usually the culprit for this sort of issue.
