Monster Hunter Portable 3rd Multiplayer via PPSSPP/JPCSP will never work unless all PAUTH files are decrypted.

of course the available PAUTH files on the web do not support for multiplayer/online hall.

I suggest try running ppsspp.exe with game log enabled.
then, try to enter online guild hall and wait for error spam for "undecrypetd pauth" file in the last line.
