Yep, that confirms it.
From your specs, it seems that you're running either an ATI Radeon HD 4650 or 4670 card, and the memory leak is almost guaranteed to be caused by the Catalyst A.I. setting. Try finding the Catalyst A.I. option and turning it to Low or Off in the AMD/ATI Catalyst Control Center(CCC). PPSSPP hates this option and it causes issues in various games when it's enabled. If you're using a newer version of the CCC, the option is called Surface Format Optimization.
