From your posted GPUz screenshot, your GPU is clocking itself up normally, so that's not the issue. As for your graphics settings, try lowering down Texture Scaling to 3x perhaps. That should help in reducing the FPS hiccups. It has nothing to do with how powerful your system is, it's just the nature of how the option operates, so don't worry about it. You can keep everything else (like Rendering Resolution, etc. ) at maximum. As an added bonue, your VRAM usage (which looks really high in that GPUz) should also drop to much more reasonable levels.
