Sounds like a memory leak.
First things first, can you post your system information in your next reply please? (Run PPSSPP --> Settings --> System --> Developer Tools --> System Information) I suspect you're running an ATI/AMD card and the issue is related to Catalyst A.I., but I need some verification.
