gracias a maximu y favio por su ayuda...
desistale completamente los drivers de AMD que tenia instalados, reinicie el equipo e instale los drivers que maximu me obsequio
seguido copie los archivos que descargue en softpedia ( gracias favio) y copie en la carpeta de System32..

y de nuevo tengo mi emulador funcionando..gracias a los dos por su ayuda
