Savestates and in-game saves are two completely different things. A savestate made by PPSSPP is a snapshot of the virtual PSP's state (meaning an exact moment in time, almost like a time machine). An SFO file isn't an in-game save file, it's a file that contains information about an encrypted save. Put the folder containing the SFO file and whatever other files the game needs under your memstick directory/PSP/SAVEDATA, like you would on a real PSP.
