PPSSPP lagging on Galaxy S4

This is just an idea, i noticed you said your CPU is using Powersaving!!!
Now that tells me or gives me an idea that it maybe reducing the CPU's optimum speed to save on Battery power, am I right???

If so is there an option to turn that off, so the phone's CPU runs at its fastest & hopefully will speed up the emulator no end.

Try that & see if that helps.
