That makes this easier. Okay, go to control panel, and in the search box, type in "usb game" without the quotes. It should bring up something like "Set up USB game controllers" in the results. Open that, go to advanced, and make sure your controller is listed as the device you want to use. That's usually the main cause for this type of thing. Make sure PPSSPP is closed when you're doing this, or restart it after changing that setting, if it is open. If that doesn't work, let me know.
