First did you download the latest version from here?

Second, The file you download from there is a compressed archive that you need a program like 7zip or winrar to correctly open and extract the contents of it.

Third if you've done all that and it still doesn't work then try downloading it again. For the record the size of that .exe is completely wrong. It should be 8,495 KB in size. The fact that your .exe is only 1 KB makes me think either your download was corrupt or you didn't extract it to it's own folder and you are trying to run it directly from within the file you downloaded.
