Download the ppsspp file, extract it with Winrar. You should get a folder called "ppsspp." Inside that folder you should see 2 files called "PPSSPPWindows.exe" and "PPSSPPWindows64.exe" Since your friend is using windows 8, he should right click "PPSSPPWindows64.exe" and run it as administrator.
