VMWare doesn't use your GPU. It emulates its own GPU, which can pass through 3D commands to your real GPU, in certain guest OSes like Win XP, Linux, etc., so installing ATI drivers in the virtual machine won't do anything. In the times I've tried PPSSPP in a virtual machine, it's either run pretty slowly, or very heavy in graphical glitches, so you really ought to just run it natively on whatever platform you have.
