[BUG]PPSSPP can't recognize fragment symbol in windows OS

Environment:
Application: PPSSPP 0.9.6.2 (Both PPSSPPWindows.exe and PPSSPPWindows64.exe)
OS: Windows 7 x64

How to reproduce:
1. Create a folder #TestFolderName, for example, we create it at D:/Game/#TestFolderName, put some game .iso file in. Here we put Dummy.iso
2. Launch PPSSPP, browser and select the game 'Dummy', run it

Result:
'Game' tab is not set to D:/Game/#TestFolderName, the 'Dummy' game is also not shown in the 'Recent' tab the next time you run PPSSPP

Expect result:
We can access to 'Dummy' in 'Recent' tab, the 'Game' tab is set to D:/Game/#TestFolderName as main folder.

Additional information:
Look in to the ppsspp.ini, you should noticed that recent entries looks something like this:

Obviously, ppsspp can't handle the file path correctly when it contains the fragment symbol: #
