When I try to install Microsoft Visual C++ 2010 Redistributable, get an error.

Code:
A newer version of Microsoft Visual C++ 2010 Redistributable has been detected on the machine.
If I remove the current version and install 2010 again,I still get that error.

The point is,I can start the normal version but I get light blue screen instead of the screen menus and everything else and when I try the cube demo, ppsspp crash.

0.8 works the same way

It's probably a drivers issue. The problem with the really old ATI Mobility Cards is that driver support was pretty much restricted to a vendor/OEM based support system and they rarely updated their provided drivers which is what you have to do to get PPSSPP properly running on older cards, like I recall you mentioned having to do for your own NVIDIA 6600 GT to get Hardware Transform to work correctly.

ATI/AMD only pretty much started supporting a universal update system for their Mobility Graphics Cards going into the 2xxx/3xxx Mobility series.

The msvcp100D.dll error you got is because the system you're trying to run the debug version on doesn't have the MSVC 2010 Studio/Express compilers installed in it. The 2010 Redists only come with the release dlls which can only run the normal Release versions that come with the buildbot packages.

PPSSPP Modern Testbed:-
Intel Core i5 4690K @ 4.0 GHz
NVIDIA Geforce GTX 760 2GB GDDR5 VRAM @ 1138/6500 Mhz
16 GB DDR3 RAM @ 1600 MHz
Windows 7 x64 SP1

PPSSPP Ancient Testing Rig:-
Intel Core 2 Duo T9550 @ 2.8GHz
ATI Mobility Radeon 4670 1GB GDDR3 VRAM @ 843/882 MHz
8 GB DDR3 RAM @ 1066 MHz
Windows 7 x64 SP1
