some saves are rejected by any device other than the one that made it, as a protection against save sharing.
the DJ Max games, for example, have this.

another cause might be the encryption on the saves.
in the past i've experienced problems loading encrypted saves from project diva games where impossible scenarios would occur, like default songs being locked while endgame songs where unlocked.
decrypting the save by loading it on a real psp with the right plugin or an old version of ppsspp with encryption disabled worked for me.
